The task force has described the top forces affecting local governments and communities as being:
• public trust (or distrust)
• the cost of service delivery
• changing demographics (such as aging, diversity, population trends)
• social integration needs and challenges (this includes issues such as equity, diversity, racial tensions, inclusion)
